In a stunning effort that made Carolyn Wade so nervous that she stepped down from her podium to address the delegates
on the 2006 Local 1040 Convention floor, Convention delegate and HDC Branch President, Tom Bruno, placed a resolution on the
floor that would have raised the per capita that each branch gets back from the Local by 50 cents.
As Tom explained
on the floor, the current $1.00 per member that branches receive has not changed in 25 years, despite rising costs for everyhting,
from paper to food to convention costs. Additionally, since the 50 cents would have meant a meager cost to the Local
of less than $30,000 at the time, against a surplus of well over $500,000, Tom felt the increase would be a fair thing to
do.
Not according to Carolyn Wade. According to her, Branches are doing just fine with the funds they get
and only the branches that are mismanaged would need more money.
A vote of the delegates fell short of the
required number to pass the resolution; however, President Wade was so nervous about the closeness of the vote that she visited
each branch president to personally "ask" them why they voted against her.
It is clear that the smaller
branches are not worthy of getting enough money to exist without relying on the hand of Carolyn to financially support their
needs!
